MIDI files are basically instructions for musical instruments (usually
a synthesizer keyboard). When Windows plays a *.MID file, it emulates
the various instruments. This is usually handled by the sound card
itself. The quality of the music depends upon the quality of the
emulation. Playing a *.MID file with a different brand sound card is
the same as having it played by a different orchestra.

Going from a WAV or MP3 to MID is possible, I guess. It would be like
listening to music, then writing down the musical notes for it.  Good
luck finding one, especially for free.
