Yes, but it was apparently unable to remove it because it was running or 
because it was hiding somewhere as 1) something "else" that is activated 
through 2) a registry entry, and the antimalware was unable to deal with 
both 1) and 2), maybe because Billy forgot to run it in safe mode.

There may be cases where a scan in safe mode is not enough, but it's 
definitely not a good idea recommending an engine removal when a minor 
repair job can usually do the trick...
