A format is very different from a re-install because its purpose is to 
lay down a clean pattern for keeping files in.
To do that it overwrites file records (wipes them) by replacing them 
with that pattern. It is suitable for setting up new systems that have 
nothing on them, or wiping partitions that have a virus or clearing 
space for re-use.

If you want to preserve stuff it's best not to format it (unless you 
have backed it up safely first). By backup I DON'T mean another copy on 
the same drive. Such a copy would also be removed by a format.
