[pchelpers] problem?

A friend phoned me yesterday and told me the following.
He was invited to download and update to IE7 which he did, but now his pc will 
only boot so far, to the wallpaper but no desktop appears etc. He cannot access 
any things such as My Comp, Control panel to restore to a point without IE7, 
any ideas or is it a format and reinstall?

can he access anything by going into steup as his PC is booting
