Based on what I have read here, it is one of those multi purpose 
maintenance aids.
Some of what it does is already available by using windows own features 
to check and repair file records etc. You also have the SFC /SCANNOW 
command you can run which fixes windows system files using your windows 
CD or recovery/hidden partition copy.

The only other thing it offers to do is fix registry problems (a 
specialized job). In my experience, registry mechanic is easily the best 
program for that.
