Yes. The old board was a VIA chipset and the new board is a nvidia 4.

Tried putting the Hard-drive on another Motherboard and installing on it 
and getting the
same BSOD. So it is something on the hard-drive itself. Some driver that 
will not
work with any other motherboard. I wish XP had a reg rebuilder like 98 
(regscan /fix )

Yes. I tried it with the fan that came with the cpu, no post.

The old board will not post, which is why I'm switching to a new board.
