Misleading: The cleanup wizard is what actually does this, as far as I
know, and it automatically runs under certain situations, such as low
disk space.

Correct; I'd forgotten about them. These are the
%Windir%\$xxxUninstallxxx$ folders. Restore points are also
compressed, but it's not consistent; the system restore wizard may
automatically compress restore points older than the most recent one,
not sure.

This article brings up the point that compression is
processor-intensive. Thus, you don't want to compress files that are
likely to be used while the CPU is doing a lot of work.
