No amount of program *downloading* should slow down your computer in any 
way unless you start using up the last minimum of about 1 GB of empty 
space necessary for correct functioning of XP.

Not even any amount of program *installation* should slow down your 
computer in any way unless you make or let them run in the background 
and start automatically when the computer starts. Do you have lots of 
unnecessary program icons next to the clock in the system tray? (renamed 
notification area in XP)

Did you ever install Startup Control Panel 
http://www.mlin.net/StartupCPL.shtml or some other startup control program?
