Some ISPs are doing their users a "favor" by blocking all spam. This,
in my opinion, should be optional; if this is what's happening, and
it's not opt-in, I think you're justified in calling them up and
giving them the rough side of your tongue.

Many ISPs will block mail from questionable sites, which is usually ok
(unless you happen to know someone whom you receive email from at one
of those sites), but some will block based upon the content of the
emails; doing that will block many legit newsletters, and most of the
newsletter authors and readers are unhappy about that, for obvious
reasons.
