There's a setting in C:\MSDOS.SYS that controls this.  You may have
used a utility of some kind to change this setting, but the setting
itself is in C:\MSDOS.SYS.  Simply un-hide and un-readonly the file,
look for the line that appears to be the right one, and change the
value from 1 to 0 or 0 to 1, as appropriate.  I think Windows will
re-hide and re-readonly the file for you.

As an alternative, simply add "WIN" to the end of C:\AUTOEXEC.BAT
