Usually the best way to uninstall a program that you have trouble 
uninstalling is to reinstall it first. Any other method will usually 
require more work and will usually either leave junk in the registry or 
in the program files folder.

If you still have problems, i'd turn off user account control (in 
security center) at least temporarily. (see also: 
http://www.informationweek.com/blog/main/archives/2007/06/dont_shut_off_v.html)
