I was looking in my device manager and i found
my Primary IDE port was set at Multword DMA 2.
There was a box checked that said to let bios set
my speed.
When I unchecked the box these options came up:
Ultra DMA 6-Ultra 133
Ultra DMA 5-Ultra 100
Ultra DMA 4-Ultra 66
Ultra DMA 3-
Ultra DMA 2 33
Ultra DMA 1
Multiword DMA 2
Multiword DMA 1
Multiword DMA 0
PIO Mode
There was even a speed test
At the multiword setting this was the test results.
Theortical Limit-----16.6
Burst speed ------16.1
Sustained speed-----15.8
Since I'm running a WD 100ATA drive I checked
the Ultra 100 and here are the test results
TL 100.00
BS 85.7
SS 36.1
Now 36.1 may be far below a 100ATA speed but it is better
than the 15.8 I was getting. Now to see why Bios is limiting
my drive speed.

Good advice is like good paint- it only works if applied.
