It is deleted from the server not because you check for it twice but
because the first email program you used has the setting "leave on
server" and the second one doesn't.

So, remember to check for email in that order (first TB then OE), and
remember to regularly check for mail with OE to empty the server. And
remember to only check for mail with OE immediately after first checking
for mail with TB (to ensure something doesn't go only to OE).

Looks like your ISP's instructions were sloppy or unclear if they didn't
say in a way that was clear to you that anything in the webmail trash is
still on the server. Good thing i guessed the solution!
