Yes, it's an integral part of Firefox :-)
No seriously, try downloading and installing Firefox from 
www.mozilla.org -- chances are you'll be done in a few minutes and will 
never want to go back. Not just because you will not get any popups but 
also because you are definitely playing with fire using IE without SP2. 
US and other government and other security ministries and experts warn 
against use of IE even with SP2 installed!

Installing Firefox in no way interferes with IE or your PC, on the contrary.

In case you're not happy with Firefox, it's easy to uninstall, and then 
i'll do some research to find the best current free popup blocker. I've 
lost track of what's available since either the Google toolbar with IE 
or Firefox alone was enough for anyone i know.

Have you asked Google? I'm pretty sure you'll get an answer. On
http://www.google.com/support/toolbar they say "If you've been unable to
find your answer, please contact us."
