Haven't you been having other problems as well?  If so, might be
helpful to get the big picture with a complete list of the problems
that you've been having.

When I start getting enough problems to start annoying me, it's time
to do a fresh install; I always have at least 2 partitions, so I can
just make room on the other partition (usually by removing whatever's
left of the previous Windows install, after saving anything in there
that I want to keep) and install a fresh system onto that partition.
Removing Windows nn a partition is a simple matter of deleting the
\WINDOWS or \WINNT folder and the \PROGRAM FIlES folder. In some
cases, under Win2K or WinXP, the problem is a messed-up user
configuration (this happens frequently enough), so all I have to do is
create a new user, save what I want from the old screwed up one, and
then delete the old user and the corresponding folder in \DOCUMENTS
AND SETTINGS.  I'm sure that the same happens under Win9x/ME, but
since usually only one user ... hmm, try going into the Users control
panel icon, and see if you have an option to set up separate user
accounts.  If so, do that.  Once done, or if it's already that way,
create a new user and log on as that user, and see if the problem
continues.
