The one in IPCONFIG is probably something like 192.168.?.?.  This is
your internal IP address, and it means that you have a router, or your
cable/DSL modem has router capabilities built in.

The one from whatsmyip.com is your public IP address, and this is what
the world thinks your IP address is.  The router converts between the
two.

If you did not have a router, then your public and internal IP address
would be the same.

The public IP address is assigned by the ISP to the cable/DSL modem,
and if you're not paying for a static IP, then it's dynamic, and is
subject to change.

The internal IP address is assigned to your computer by the router,
unless you assign one yourself, which normally you don't need to do.
If you're using the port forwarding feature, then you may want to go
into the network properties, and type in the addresses shown by
IPCONFIG, so that your computer will always use the same IP address.

If you have multiple computers connected to your router, then it's
usually first come, first serve when it decides what address to give
to each system.
