That would be slightly difficult, since apparently MSCONFIG does it by
changing the BOOT.INI file, then changing it back, although changing
it back could be automated by use of the
copy/delete-files-before-Windows-starts feature.

The entries do not exist when Windows is installed. They are created
by GPEDIT.MSC. In this case, "not configured" (which means that the
value does not exist) means "Allow user (administrator) to turn
Windows Firewall on and off", while "On" (which means that the value
exists and is set to the "On" value) means "On -- don't allow user to
change the Windows Firewall settings", and "Off" (which means that the
value exists and is set to the "Off" value) means "Off -- don't allow
user to turn it on". They are normally created by a Domain
administrator to enforce corporate policies. They could also be
created by whoever maintains the computer to keep thoughtless users
from changing things as a result of following the instructions of
malware or well-meaning wanna-be techies.
