I don't recall how dependents and dependencies are listed in the
registry.  It's probably in a REG_SZ, so you'd edit it to remove that
one item.

Restart and select the boot with logging option; you'll then be able
to look at the log (in C:\; look for a big file that was recently
created. It may be hidden) to see what driver is taking a long time.
And/or look in the event log to see if any error are listed.

Open REGEDIT, navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft, and delete the
"WindowsFirewall" key in the left-hand panel. This is the same as
setting "Not configured" for all (or most; there's no reason that
Microsoft is required to store them all in the same place) of the
Firewall items in GPEDIT.  Out of curiosity, you might want to save
that branch for examination before you zap (or rename) it.

Many group policy settings are controlled by entries in the registry.
