Can you get her to send a screenshot showing what it looks like?

Knowing what the gibberish looks like might help identify the problem.

My first thought would be to tell her to go into "Control Panel",
"Uninstall a Program" (listed under "Programs"), RIGHT-click on "Microsoft
Office", select "Change", then select "Repair".  Might need the CD.  If
that doesn't work, try again, but use the "Add or Remove Features"
option instead, click on the box for "Microsoft Office Outlook", and
select "Run all from My Computer".

The next step (which you might want to do first, since it's easier) is
to open Internet Explorer, hold down the Alt key and tap "T", go to
Internet Options, go to the "Advanced" tab, and click the "Reset"
button. This may undo any customizations she has for IE, including
disabling any plugins.  Probably should restart computer after this.
