Sounds like the power transformer inside the printer is faulty. If you can
find a working 800 or 900 series HP with other faults or simply tossed out ,
you can transplant the power pack.
Other possible cause would be a fault in the power cable but that's unlikely
to show a red light warning.

Subject: [pchelpers] hp 990 cse printer
I noticed my printed had a red error light on it yesterday <the kind you
get when you need to add paper and so forth> but I was too busy to check
it out.
This morning the printer was on. I printed out one page before I left.
Then I noticed the printer was off and I thought it odd because I didn't
remember turning it off.
Tonight after work it was still off.
Long story short, I unplugged it, moved it to the living room and
plugged it in. Still 'off'. No power. We put alcohol on the contacts
of the power cord and used some air on that same cord. If we put it in
all the way, it would not come on. If we plugged the power cord into
the printer and then backed off slightly with it, it would come on. Not
to stay though. For less than 10 minutes each time. :(
We did this for 30 minutes or more. Could get it to come on for a few
minutes, then it would go off again.
We are thinking it is either 1. the power cord needs replacing, or 2.
something happened to the contacts. I hope it is something fixable as I
really like my printer.
Suggestions anyone?
