[pchelpers] how to remove PANDO

Someone told me about a program for file sharing and I downloaded it and 
tested it.

Immediately I was ready to uninstall it.
(It wanted to install a toolbar too and I had it 'skip' that.)

It won't uninstall by clicking uninstall in programs.
It won't uninstall by clicking to uninstall in add/remove <or whatever 
it is called in vista>.

I get this message:
windows installer
The system administrator has set policies to prevent this installation.
When I click ok, this comes up:
installed updates
you do not have sufficient access to uninstall Pando.  Please contact 
your system administrator.

I have Vista home premium.

Can anyone help me please?
