In your position, I would use startup control (or equivalent) to prevent 
any unnecessary programs from starting with windows. Then uninstall the 
undesirable one. If it won't uninstall, find the executable and 
physically delete it (in safe mode if necessary). Then re-start the 
system and assess the situation.
