Server problems occur only at certain times (new version, virus scare,
etc.) and in certain places.

No, checking if there's a new update takes much less time and bandwidth
than downloading an update. In addition, the increased checking for
updates happens anyhow as hundreds of thousands of paranoid users try to
manually update dozens of times per hour (because they don't realise
they're perfectly safe even with a 2-day-old update if they simply don't
open suspicious emails and download stuff without first checking its
reputation).
If update checks every 3 hours were a problem, the program would provide
a limit. So far, i haven't noticed one.
