That's not what a real expert like Mark Russinovich says:

If Windows spends time trying to start programs that are not there 
anymore, this can slow down startup time noticeably.

If you use a registry cleaner recommended by a reputable site, it will 
always produce an undo file. Even if it doesn't, it's easy to use System 
Restore to restore the registry to the previous state.

CCleaner is free and reliable and produces an undo file.
