[pchelpers] external hard drive / AC adaptor

There is a noise coming from my AC adaptor to my external hard drive.
I use it as backup and to store things that I can't put on my laptop
because the hard drive is full.
Anyway, it won't power up today when I needed to use it.
No lights, no sound from the hard drive, nothing.
Am I to assume since the AC adaptor is making a noise that it went bad
on me?
The details on the adaptor:
Model STB24-12A
INPUT: 100-W40Vac 1.0A Max. 50/60GHz
Output: 12V 2.0A
