First of all....Are you using a CD-R or a CD-RW medium? With a CD-R you can
sometimes add to the original if you didn't 'close the session', but they
are permanent. So one you burn (note the word) one you can't change it.
Advantages to it are that almost everyone can read it and you don't have to
worry about anyone erasing it.
With a CD-RW you can 'erase' and reburn but you can't just rearrange things
on it. Keep in mind that what you put on there is 'burned' so if you take
out a 5k file and try to put in a 50k file it won't fit. You would have to
erase then reburn. Advantages are that you can use a disk over and over for
TEMPORARY backups. Disadvantages are that other CD's may not be able to
read yours. They are pretty specific. They are not meant for long lasting
storage.
What you are seeing when you are changing files is just software
manipulation similar to arranging views in explorer. Then when you go to
reburn it is not letting you because you may have the wrong media.

I do not want to lose all the jpg's. Eventually, after I figure this out, I
