No, it's actually the other way around nowadays; StarOffice is now 
always based on the current most recent OpenOffice. StarOffice has some 
extra stuff, which makes it interesting enough that some (mostly 
companies) are willing to pay for it, but it's essentially the same as 
the free and open source OpenOffice.

Originally, it's true that OpenOffice started when StarOffice turned 
most of its proprietary code into open source, and so OpenOffice is 
historically speaking a derivative of StarOffice.

They're apparently planning to finally start using OpenOffice 2.0
