It appears to be a PC with multimedia features including TV.
This would be possible with a TV card or other multimedia hardware.
There may be some question over reception quality or the ability to 
record programs to media CD/DVD. This is often due to the tendency of 
computer operations to interfere with clear reception and smooth 
recording/playback.
