There are a LOT of tweak programs, many of them specialized for a
specific task. At present, TweakUI, as suggested by Cy, is the one
that I use, for lack of one that's better (as in it does the things
that I'd like to be able to do).
For defragging, you might want to take a look at DIRMS:
http://www.dirms.com; at least one person on this list uses it.
