Several possibilities come to mind. The motherboard is not starting up
for some reason. Possible causes are:
Misconfiguration (jumpers)
Earth loop between mountings
Faulty when new
Connections incorrect (cables etc)

Try lifting the motherboard off its mountings, then test run, adjusting
jumpers until you find it. This should deal with earth loop issues.
Remove all non-essential cards (vga card/output is needed but not much
else). In case the power switch isn't working, find the pins concerned,
and touch them carefully with a jumper or screwdriver tip. This should
give it the startup signal.
