This already occurred with Windows 2000; it is up to SP4 now. I'm not
certain, but I seem to recall that there was one patch available for
SP4 but not SP3 because it would have required significantly more work
(some feature that got totally revamped in SP4). Other patches
continue to be available for SP3. Some patches will even install on
SP2, although they don't support it.

They apparently typically pull the old CDs and reissue new CDs which
have SP2 slipstreamed, so there's no need to install twice.  Perhaps
PCCowboy can give a more definite comment on this.

Pro SP2 certainly.  Don't know about Home SP2.

I would expect that for all practical purposes, SP1 and Gold will be
dropped like a rabid skunk as soon as the deadline passes. I think the
only patches that you'll see are those that have the exact same files
in both SP2 and SP1. A quick glance through my WINDOWS\SYSTEM32 folder
would seem to indicate that there's very few core EXE or DLL files
that meet this condition; the ones that meet it all appear to be
non-core, such as Solitaire, and add-on stuff such as WMI and .NET.
With the changes that they made, which involved almost every part of
Windows, I suspect that you'd have a hard time finding a security or
critical bug that affects one of the unmodified core files.
