[pchelpers] correct quoting

Hi everybody

I just wasted quite a bit of time and more importantly got very 
frustrated rereading Re-Na's messages several times because they were 
completely unnecessarily quoted in entirety in most messages responding 
to her. Even more frustrating was that some people have set up their 
email program to not mark quotes as quotes. This means all the list 
members spend or "should" spend time and energy doing detective work to 
see if somebody added an answer into the quote or if the quote is unchanged.

*Please* quote what you are referring to *first* and *only that*. 
*Please* get rid of any unnecessary part of the quote. This makes it 
easier for the other list members to understand what is being said 
without having to spend time jumping back and forth to look through 
quoted material at the end of the message (in the case of answers coming 
before the quote) or searching through old messages (in the case of 
answers without any quote).

This also prevents accidentally sending a message with more than 30
lines of consecutive quoting, which causes unnecessary extra work for
John and also for all the list members, who spend unnecessary time
reading through the same message twice (if John resends the overquoted
message and the sender resends an edited version of it.)

Besides frustrating list members and wasting their time, writing answers
above the quoted old message is also one reason why people often read
and unnecessarily answer old messages first instead of starting out with
the newest ones. This not only wastes more time by creating unnecessary
list traffic but, more importantly, has been known to cause confusion in
emergency cases. Right now, the list is very quiet, but when someone is
looking for help, unnecessary answers can drive someone really crazy or
at least confuse them, especially if they don't take into consideration
what has been said or done later.
