Billy, I don't know about Avo's but I do know that sometimes when a mother
board or Card shorts that it will keep the PowerSupply from turning on. We
have a tester to plug in to the power supply to test it. BUT probably 90%
of the time I think you are safe in saying that the power supply is gone.
