[pchelpers] confirm diagnosis

Hello all.........received a PC from my daughters friend to repair or at least
check for her.
Nothing on the PC at all, no bleeps or fan noises.........hung my Avo on the
red/yellow multi plugs from powerpack, and no voltage at all, powerpack fan not
going. Is it logical to say the powerpack is kaput? I think so but would
appreciate confirmation.
