I've always found that the format can be done "on the fly".  You only need
to do the quick format which takes about 2 minutes.

You are going to end up with about 550 megs once formatted, not the 650 you
started with.

Many not-so-old cd readers can't read CD-RW discs.  I've found some 32 speed
drives that just through up their hands and ignore me when I try to use a
CD-RW.  With or without InCD.  They just can't read RW media.
