These are the recommendations that I've been giving others:

1. Look for a computer with an Intel "Core 2" CPU of any speed.

2. Get at least 1GB of memory, I'd strongly recommend 2GB. Don't
bother with more than 3GB unless you get a 64-bit version of Windows.

3. Get at least an 80 GB hard drive, preferably a 120GB.

4. Get Vista; it supports the stuff that is coming on the market now,
whereas XP does not. Also, Vista SP1, which should be available for
download soon, is supposed to fix many of the issues that people
had with Vista, including program compatibility and drivers.

5. Keep in mind that security patches slow things down. If you started
with XP when it came out, and are now using XP SP2, it's almost
certainly a dog now by comparison to when you got it originally, due
to the extra security checking, So, plan ahead and buy something
that's halfway decent; my recommendations above are made with that in
mind.  If you buy something that's bottom of the barrel now, it'll be
even more bottom of the barrel later.

6. You missed Christmas; the prices were about $100 or so lower then.

7. Most vendors add lots of their own junk to the system. Depending
upon the nature of the junk, you can uninstall it before it ever gets
used *using it the first time causes it to install fully), or
uninstall it anyway. In some cases, you'll do best to just wipe it out
and reinstall from scratch. Just be sure to create recovery DVDs
first, and then make a backup copy of the recovery DVDs (to be
paranoid). Use Driver Magician or a similar program to save copies of
the drivers for use after the reinstall.
