In the context that I was using the phrase, no.

The problem with Outlook and Outlook Express is that anytime you have
an IE vulnerability, it often results in an Outlook/OE vulnerability
also. The result is that Outlook and OE make attack attempts much
easier.  if you fiddle with the settings in IE, those changes end up
affecting Outlook/OE also.
