Sounds like there is more wrong than just a missing dll.

One thing to try is go to Start, Run,  then type in sfc then hit enter.  The
System File Checker should give you a list of missing or damaged files -
Warning - this could take a very long time and present you with a very big
list of files to replace or upgrade.  You will need the cd and you will need
to know the path to all the cab files - it is <cd drive>\win98..

There is one other option that I have used successfully in the past - a
total re-install.  This is not as bad as it sounds for W98 can re-install
over itself without losing any of your settings or programs.  Just run the
setup.exe on the cd.  It may look like it is doing a fresh install but every
time I do it, it keeps everything for me.
