Yes it will be a clean install if you have XP but you can still buy it
at the upgrade price. As long as Windows 7 detects either XP or Vista
on your system, it will install (either as an upgrade in Vista's case,
or full install in XP's case).
It's going to be hit-and-miss for XP users though. A lot of XP users
have old computers and Windows 7 won't run (or won't run well) on a
older system. So, unless you have a fast computer running XP, it might
be best to get the full version of Windows 7 on a new computer, as
opposed to buying the upgrade. From the research I've done so far, even
if you bought a new system with no operating system on it, it looks like
the upgrade probably won't install just by simply owning the XP disk and
inserting it at the proper moment during the install, as you could
previously do in older upgrades.
