Do you just have Norton Antivirus, or do you actually have Norton
Internet Security?  NIS comes with a firewall.

You might try unloading NAV from memory when trying to get to the
bank, in case script blocking is getting in the way.

Check that you're set as an Administrator, not a Power User or
Restricted User. If this is your home system, it's probably
Administrator already. This is probably not the problem, but can't
hurt to try.

You say that your 98 machine works just fine?  Same ISP, correct?  No
proxy settings or any other non-default settings for the dial-up?
