Static IP is usually required for systems having a server, so as to 
achieve things like an IP the internet can direct traffic to.
I pay a fee for my static IP. That works well for a setup with a web 
server. It could also make your PC easier to find for hackers.
Static IPs are usually registered with enom or one of the other major 
networks so they can direct traffic to your system when people access 
your web domain.

Otherwise, it may be an idea to discuss the dynamic IP situation with 
your service provider. They may have unique requirements for that. Once 
you get linked with a network cable to the router (an intermediate 
step), then it is time to try disconnecting the cable to see if wireless 
takes over.

Otherwise, your laptop may be using a different signal from that of the 
router. This type of step by step approach is to identify and eliminate 
each problem that could arise.
