That's Kiosk mode, used for kiosk-style displays, so that people can't
navigate to anywhere other than whatever links (if any) appear on the
page in question.

By using only a touch-screen display, or preventing Windows Explorer
from starting up, you can also prevent people from leaving IE, so that
it becomes a dedicated system.
