What you have here is a browser with its content control set. To change 
the settings go to the control panel and click 'internet options'. 
Choose the 'content' tab. Click the 'disable' button to turn it off.

Normally this provides some control over the type of web material users 
are allowed to  view. An un-rated site may trigger an enquiry by the 
system until such time you list it there as ok.
