[pchelpers] Website feedback system

I have just spent a week updating the perl scripts that make up the user
feedback service on my site. It was the only way to deal with spammers
who were putting messages on them using fake email addresses.
When someone submits feedback now, a message is sent to their email
address which asks them to click a link to complete the process. As you
might expect, those sent with fake addresses no longer get through.
If anyone would like to test it out and comment on it before it is made
available, please do so in order that the list members benefit first.
When it is ready for public use, I might prefer sending it as a zipped
file on request, rather than placing it on a download page.
