[pchelpers] Vista / administrator rights / annoying

It's annoying.
I followed all the steps to install this program, free only today.
Then finally I get a message that the administrator has set policies to 
prevent this installation.

When I go back and right click on the install file, there is no option 
to run as administrator.

I tried it 3 times, same results each time.
