If the device is stalling more than one device its condition is in 
doubt. Either that, or it is drawing power from the PC (too much for the 
system). That would affect hardware supplies and possibly stall the PC.
Is the machine coping with a lot of load already?
You say it is a notebook- can it be drawing power from an already 
limited supply?
