Reason suggests that since safe mode only uses a subset of the files 
needed for windows, the basic ones are ok. It also infers that one or 
more of the others is corrupt or being interfered with. Registry may be 
ok as well (you can probably run registry fixing utilities in safe 
mode). Those things aside it is important to give attention to the other 
system files by running
scandisk (thorough), then how about SFC  /SCANNOW to repair the files? 
Once normal mode behaves more normally it should be reasonable to use 
the connection wizard to create a new connection for you.
