Even deleting an icon would be malware behavior if it happened
automatically, without you being asked. In addition, i don't think i've
ever seen any honest program ask about deleting another program's
desktop icon. I'm sure you are imagining this behavior in a program as
honest as Thunderbird. My guesses are that you 1) accidentally manually
deleted it or 2) let the Desktop Cleanup Wizard do it or 3) have so many
other icons on the desktop that you can't see the OE icon, which was
maybe moved to a new place, as Windows annoyingly does periodically for
no obvious reason (in addition to obvious ones like system crashes).

Press Windows + E, click on Desktop, choose View > Details and click on
the column Name to see if the OE icon is still there. Or is the OE icon
in the Unused Desktop Shortcuts folder on the desktop or in the Recycle Bin?

Good advice is like good paint- it only works if applied.
