Infrared is line-of-sight. If you have the IPaq on top of the
keyboard, the keyboard's infrared emitter may not be lined up with the
Ipaq's receiver, and you may be getting a connection solely through
reflected light, which could produce the results that you are getting.
My suggestion would be to arrange them eyeball-to-eyeball (so to
speak), and see if that works reliably, and then find out if there's a
reasonable way to mount it so that the reliable connection is
maintained.
