[pchelpers] System Restore broken

My Vistaa Home Premium System Restore is greyed out and turned off. I
can't access the buttons I need to use to turn it back on. I have an
administrator account but it keeps saying access denied. I know that the
registry key that controls System Restore behavior is not there where it
is supposed to be. I could make one if someone could walk me through it.
Any ideas anyone?
